This installation failure occurs when you do not have administrator role, and the user control account (UAC) is set to never notify.
Important
After installing the desktop application, make sure to return the UAC to never notify to maintain your original security level. Setting the UAC to never notify requires you to reboot your computer in order for the setting to take effect.
Typically, your IT department configures these settings. Contact your IT department for additional assistance.
Procedure

Check if you have the administrator role:

In the Start menu, click Control
Panel.

Click User Accounts.

Click Manage User Accounts.

See if your user account is in the Administrator group

Check if the user control account (UAC) is set to never notify:

In the Start menu, click Control
Panel.

Click User Accounts.

Click Change User Account Control
Settings.
- See if the UAC is set to never notify.
If you have the administrator role, you can set the UAC to never notify.
